“Attitudes towards the Use of Administrative Records”

In reaction to declining response rates and increased operational costs, the Federal Statistical System (FSS) is carefully examining the possibility of using administrative records to supplement and possibly replace some current survey data. As part of this process, it is valuable for the FSS to understand public attitudes related to the federal government’s use of such records for statistical purposes. An interagency team developed a series of questions that explore various potential uses of administrative data and the perceived risks and benefits of such uses. Alternative versions of these questions were administered in experiments conducted with a representative sample of adults in the U.S. in an ongoing nightly telephone survey. This presentation shows the results of various experiments on how proposed uses of administrative records are presented to the public, and under what circumstances the public favors their use.
